Forty years ago today, Texas House of Representatives member
Tom Moore introduced a resolution to honor
Albert DeSalvo for "his noted activities and unconventional techniques involving population control and applied psychology" and for "his outstanding career of public service".
This piece of legislation passed unanimously on April 1st, 1971 before Mr. Moore withdrew his resolution. He explained to his colleagues that this was an April Fools joke, and that they had just voted to have the state of Texas officially honor the Boston Strangler.
